THE NIGERIAN IDEAL My Fellow Citizens, I stand before you honoured to assume the sacred mandate you have given me. My love for this nation is abiding. My confidence in its people is unwavering. And my faith in God Almighty is absolute. I know that His hand shall provide the needed moral strength and clarity of purpose in those instances when we seem to have reached the limits of our human capacity. This day is bold and majestic yet bright and full of spirit, as is our precious nation. As a nation, we have long ago decided to march beyond the dimness of night into the open day of renewed national hope. The question we now ask ourselves is whether to remain faithful to the work inherent in building a better society or retreat into the shadows of our unmet potential. For me, there is but one answer. We are too great a nation and too grounded as a people to rob ourselves of our finest destiny. This nation’s journey has been shaped by the prayers of millions, and the collective sacrifices of us all. We have endured hardships that would have made other societies crumble. Yet, we have shouldered the heavy burden to arrive at this SUBLIME moment where the prospect of a better future merges with our improved capacity to create that future. To the surprise of many but not to ourselves, we have more firmly established this land as a democracy in both word and deed. The peaceful transition from one government to another is now our political tradition. This handover symbolises our trust in God, our enduring faith in representative governance and our belief in our ability to reshape this nation into the society it was always meant to be. Here, permit me to say a few words to my predecessor, President Muhammadu Buhari. Mr President, you have been an honest, patriotic leader who has done his best for the nation you love. On a more personal note, you are a worthy partner and friend. May History be kind to you. For many years, Nigeria’s critics have trafficked the rumour that our nation will break apart, even perish. Yet here we are. We have stumbled at times, but our resilience and diversity have kept us going. Our burdens may make us bend at times, but they shall never break us. Instead, we stand forth as Africa’s most populous nation and as the best hope and strongest champion of the Black Race. As citizens, we declare as one unified people devoted to one unified national cause, that as long as this world exists, NIGERIA SHALL EXIST. Today, Fate and Destiny join together to place the torch of human progress in our very hands. We dare not let it slip. We lift high this torch so that it might shine on every household and in every heart that calls itself Nigerian. We hold this beam aloft because it lights our path with compassion, brotherhood, and peace. May this great light never EXTINGUISH? Our administration shall govern on your behalf but never rule over you. We shall consult and dialogue but never dictate. We shall reach out to all but never put down a single person for holding views contrary to our own. We are here to further mend and heal this nation, not tear and injure it. In this vein, may I offer a few comments regarding the election that brought us to this juncture? It was a hard-fought contest. And it was also fairly won. Since the advent of the Fourth Republic, Nigeria has not held an election of better quality. The outcome reflected the will of the people. However, my victory does not render me any more Nigerian than my opponents. Nor does it render them any less patriotic. They shall forever be my fellow compatriots. And I will treat them as such. They represent important constituencies and concerns that wisdom dare not ignore. They have taken their concerns to court. Seeking legal redress is their right and I fully defend their exercise of this right. This is the essence of the rule of law. Over six decades ago, our founding fathers gave bravely of themselves to place Nigeria on the map as an independent nation. We must never allow the labour of those who came before us to wither in vain but to blossom and bring forth a better reality. Let us take the next great step in the journey they began and believed in. Today, let us recommit our very selves to placing Nigeria in our hearts as the indispensable home for every one of us regardless of creed, ethnicity, or place of birth. My supporters, I thank you. To those who voted otherwise, I extend my hand across the political divide. I ask you to grasp it in national affinity and brotherhood. For me, political colouration has faded away. All I see are Nigerians. May we uphold these fitting and excellent notions as the new Nigerian ideal. My fellow compatriots, The Nigerian ideal which I speak of is more than just an improvement in economics and other statistics. These things are important, but they can never convey the fullness of our story. Our mission is to improve our way of life in a manner that nurtures our humanity, encourages compassion toward one another, and duly rewards our collective effort to resolve the social ills that seek to divide us. Our constitution and laws give us a nation on paper. We must work harder at bringing these noble documents to life by strengthening the bonds of economic collaboration, social cohesion, and cultural understanding. Let us develop a shared sense of fairness and equity. The South must not only seek good for itself but must understand that its interests are served when good comes to the North. The North must see the South likewise. Whether from the winding creeks of the Niger Delta, the vastness of the northern savannah, the boardrooms of Lagos, the bustling capital of Abuja, or the busy markets of Onitsha, you are all my people. As your president, I shall serve with prejudice toward none but compassion and amity towards all. In the coming days and weeks, my team will publicly detail key aspects of our programme. Today, permit me to outline in broad terms a few initiatives that define our concept of progressive good governance in furtherance of the Nigerian ideal: The principles that will guide our administration are simple: 1. Nigeria will be impartially governed according to the constitution and the rule of law. 2. We shall defend the nation from terror and all forms of criminality that threaten the peace and stability of our country and our subregion. 3. We shall remodel our economy to bring about growth and development through job creation, food security and an end to extreme poverty. 4. In our administration, Women and youth will feature prominently. 5. Our government will continue to take proactive steps such as championing a credit culture to discourage corruption while strengthening the effectiveness and efficiency of the various anti-corruption agencies. •SECURITY Security shall be the top priority of our administration because neither prosperity nor justice can prevail amidst insecurity and violence. To effectively tackle this menace, we shall reform both our security DOCTRINE and its ARCHITECTURE. We shall invest more in our security personnel, and this means more than an increase in number. We shall provide, better training, equipment, pay and firepower. •THE ECONOMY On the economy, we target higher GDP growth and significantly reduce unemployment. We intend to accomplish this by taking the following steps: First, budgetary reform stimulating the economy without engendering inflation will be instituted. Second, industrial policy will utilize the full range of fiscal measures to promote domestic manufacturing and lessen import dependency. Third, electricity will become more accessible and affordable to businesses and homes alike. Power generation should nearly double and transmission and distribution networks improved. We will encourage states to develop local sources as well. I have a message for our investors, local and foreign: our government shall review all their complaints about multiple taxations and various anti-investment inhibitions. We shall ensure that investors and foreign businesses repatriate their hard-earned dividends and profits home. •JOBS My administration must create meaningful opportunities for our youth. We shall honour our campaign commitment of one million new jobs in the digital economy. Our government also shall work with the National Assembly to fashion an omnibus Jobs and Prosperity bill. This bill will give our administration the policy space to embark on labour-intensive infrastructural improvements, encourage light industry and provide improved social services for the poor, elderly and vulnerable. •AGRICULTURE Rural incomes shall be secured by commodity exchange boards guaranteeing minimal prices for certain crops and animal products. A nationwide programme for storage and other facilities to reduce spoilage and waste will be undertaken. Agricultural hubs will be created throughout the nation to increase production and engage in value-added processing. The livestock sector will be introduced to the best modern practices and steps taken to minimize the perennial conflict over land and water resources in this sector. Through these actions, food shall be made more abundant yet less costly. Farmers shall earn more while the average Nigerian pays less. •INFRASTRUCTURE We shall continue the efforts of the Buhari administration on infrastructure. Progress toward national networks of roads, rail and ports shall get priority attention. •FUEL SUBSIDY We commend the decision of the outgoing administration in phasing out the petrol subsidy regime which has increasingly favoured the rich more than the poor. The subsidy can no longer justify its ever-increasing costs in the wake of drying resources. We shall instead re-channel the funds into better investment in public infrastructure, education, health care and jobs that will materially improve the lives of millions. •MONETARY POLICY Monetary policy needs a thorough housecleaning. The Central Bank must work towards a unified exchange rate. This will direct funds away from arbitrage into meaningful investment in the plant, equipment and jobs that power the real economy. Interest rates need to be reduced to increase investment and consumer purchasing in ways that sustain the economy at a higher level. Whatever merits it had in concept, the currency swap was too harshly applied by the CBN given the number of unbanked Nigerians. The policy shall be reviewed. In the meantime, my administration will treat both currencies as legal tender. •FOREIGN POLICY Given the world in which we reside, please permit a few comments regarding foreign policy. The crisis in Sudan and the turn from democracy by several nations in our immediate neighbourhood are of pressing concern. As such, my primary foreign policy objective must be the peace and stability of the West African sub-region and the African continent. We shall work with ECOWAS, the AU and willing partners in the international community to end extant conflicts and resolve new ones. As we contain threats to peace, we shall also retool our foreign policy to more actively lead the regional and continental quest for collective prosperity. CONCLUSION This is the proudest day of my life. But this day does not belong to me. It belongs to you, the people of Nigeria. On this day, Nigeria affirms its rightful place among the world’s great democracies. There, Nigeria shall reside forever. The course of our past and the promise of the future have brought us to this exceptional moment. In this spirit, I ask you to join me in making Nigeria a more perfect nation and democracy such that the Nigerian ideal becomes and forever remains the Nigerian reality. With full confidence in our ability, I declare that these things are within our proximate reach because my name is Bola Ahmed Tinubu, and I am the President of the Federal Republic of Nigeria.

With state-of-the-art furnishing, the centre is designed to host wedding receptions, anniversary celebrations, corporate events, state functions, and burial receptions, also serving as a conference centre and an arena for religious and other private activities. The event foyer in its capacity will amass between 400 to 500 guests. Speaking to guests in attendance at the official commissioning, Mr Akadri Babatunde Adeleke 'Sayleke', initiator of the project, explained that a wide variety of activities such as age and gender group meetings, retreats, Town hall meetings and more can also take place in the centre with 20% discount attached during its first year of operation. He continued, "Our special features include a welcoming red-carpet reception, a special guest waiting room, caterers and catering space, and executive conveniences for male and female guests with a Constant power supply backed up with a standby power generating set". "There is availability Of spacious parking lot, Wi-Fi, and other complementing amenities to ensure the comfort of guests at each event". Conveying his gratitude, Mr Sayleke applauded the effective involvement of the Executive Chairman of Ikorodu Local Government, Hon. Wasiu Adesina, which he said made the project a reality. The ceremony, Sanwo-Olu said, symbolised the continuity of the State’s democratic journey, stressing the role of legislature, as indispensable pillar of democracy, was vital in exercising the power of the people in a system of governance. The Governor said the legislative arm embodied the hopes and aspirations of the State’s residents, who elected representatives to work in partnership with other arms of the Government in the quest for good governance and prosperity of Lagos. Sanwo-Olu, who described Lagos as a citadel of resilience and dynamism, noted that the rancour-free transition from the Ninth Assembly to the 10th parliament further demonstrated the sustenance of culture of legislative vibrancy entrenched in the State’s parliament. This, he said, confirmed Lagos’ journey on the path of innovation, development and cultural diversity. He said: “Today, we come together for the proclamation of the 10th Lagos State House of Assembly. The ceremony symbolises not just the continuity of our democratic journey, but also the vital role of legislative power in our system of governance. The legislature, an indispensable pillar of our democracy, plays an essential role in the journey we have embarked upon. Bunyamin Onafeko, rated the Ninth Assembly high in legislative achievements, noting that the House, in four years, passed 46 bills into law and approved over 120 resolutions, touching range of issues, relating to welfare of the people, settlement of dues, and other socio-economic issues. Onafeko disclosed that 20 legislators from the previous Assembly returned, while 20 members were newly elected into the House. The ruling All Progressives Congress (APC) retained the majority in the Assembly with 38 members, while Labour Party has two members. “Legislature is the only arm of Government composed of elected representatives of the people across constituencies with statutory mandate to aggregate the concerns of the people and present their interests for implementation by the executive arm. The legislature has oversight power on other arms of Government through which it ensures transparency and accountability in allocation of public resources,” Onafeko said. Sanwo-Olu, in pursuant of Section 105(3) of the 1999 Constitution, as amended, transmitted a letter to proclaim the holding of the first session of the 10th Assembly. Upon confirming the Governor’s letter, Onafeko, citing Section 92 of the Constitution and Order 2 and Rule 4 of the House, called for the nomination of Speaker and Deputy Speaker. Temitope Adewale, representing Ifako-Ijaiye Constituency 1, nominated member representing Agege Constituency 1, Rt. Hon. Mudashiru Obasa, to take the chair of the Speaker. Obasa, who is returning to the House for the record sixth term, led the Eight and Ninth Assemblies as Speaker. Hon. Ogunkelu Sylvester from Epe Constituency II seconded Obasa’s nomination to return as Speaker. With no other nomination for the position, the Clerk returned Obasa as Speaker of the 10th Assembly. Hon. Desmond Elliot of Surulere Constituency 1 nominated Hon. Mojisola Lasbat Meranda, of Apapa Constituency 1, to take the seat of Deputy Speaker. Meranda was elected after her nomination was seconded by Hon. Tijani Surajudeen of Ojo Constituency 2. Upon assumption of duty as Speaker, Obasa said members’ elections were a testament to the avowed commitment to sustaining and upholding democratic values and principles through effective policy formulation, implementation and evaluation. The Speaker thanked Governor Sanwo-Olu for according respect to this House and maintaining neutrality in the internal affairs of the Assembly. Obasa also appreciated the Governor for what the Speaker described as his defence of the legislature from external forces and manipulations. He said: “The 10th Assembly has been proclaimed today. To achieve our goals, we will need to work hard, be innovative and stay united. We must abstain from being purveyors and sponsors of negative publicity about this House and publications that do no one any good, but destroy the image and reputation of the parliament as well as its leadership. “As we begin a new chapter in the history of this Assembly, I want to affirm my commitment to the principles of transparency, accountability and good governance. PROTOCOL Mr Babajide Sanwo-Olu, Executive Governor of Lagos State; our highly esteemed royal fathers here present, Captains of industry, leaders of our pace-setting party, the All Progressives Congress (APC), Community leaders, Chairmen of Local Governments and Local Council Development Areas; members of Diplomatic Corps; market men and women; our energetic youths; members of the 4th Estate of the Realm; all Lagosians; ladies and gentlemen. • My distinguished colleagues, ladies and gentlemen, with profound gratitude, a strong feeling of honour, and an unwavering commitment to living up to the high standards set by you, I accept your gracious decision to elect me as the Speaker of the 10th Assembly of the Lagos State House of Assembly. Today’s gathering is historical in the sense that it is the day I set the pace as the first legislator to be elected a record six times and the first to be Speaker for three consecutive terms in Nigeria. • Foremost, we owe a debt of gratitude to the Almighty Allah, the All-Powerful, for the success of the 10th Assembly's opening session. To Allah's holy name, I give thanks, for it is He who made it so that I would serve as your Speaker for the next four years. Therefore, with all sense of responsibility, I make bold to declare to all Lagosians and indeed my colleagues that I shall continue to give my best. • Importantly, let me immensely thank Lagosians and Nigerians for voting for our great party, the All Progressives Congress (APC) in the just concluded elections which resulted in the emergence of Asiwaju Bola Ahmed Tinubu, GCFR as the President of the Federal Republic of Nigeria, the re-election of Mr Babajide Sanwo-Olu as the Governor of Lagos State and the overwhelming victory of the candidates for the Lagos State House of Assembly. The victory which we recorded at the polls is a testament to our avowed commitment to sustaining and upholding democratic values and principles through effective policy formulation, implementation and evaluation. • I want to thank Mr Babajide Sanwo-Olu for his usual support for the legislature and further commend him for his respect for this House, his neutrality, guidance and advice. To achieve our goals, we will need to work hard, be innovative and most importantly, stay united. As Honourable members, we must abstain from being purveyors and sponsors of negative publicity and publications about this House. Such publications do no one any good, but destroy the image and reputation of the Parliament as well as its leadership. Let’s always be conscious that excessive desperation does not achieve anything good. • As we begin a new chapter in the history of this Assembly, I want to affirm my commitment to the principles of transparency, accountability and good governance. My goal is to ensure that every member of this Assembly is respected and valued and that we work together to provide effective representation for the people of Lagos state. • Lagos State is a great state with even greater potentials and we have a responsibility to harness these potentials and maximise them for the benefit of our people. We must prioritise the welfare of our constituents and ensure that our policies and legislative framework are geared towards meeting their needs. Under my leadership, this House will operate an open and inclusive administration where all members are carried along and given equal opportunity to contribute towards the development of the State. • We cannot achieve greatness working in isolation. Therefore, I encourage all the branches of government to work together in harmony to ensure that we build a Lagos State that we can all be proud of. Together, we have an opportunity to build a better Lagos, a Lagos that provides equal opportunities for all, a Lagos that is safe and secure, and a Lagos that is a model for sustainable development in Nigeria and the world. • As a responsible and responsive House of Assembly, our legislative agenda for the 10th Assembly are: To promote and strengthen legislative institutions from the State to local government level; a recommitment to the establishment of a Centre for Democracy and Legislative Studies; to review the old laws to bring them to modern reality, especially laws that established agencies, parastatals that are no longer viable; to rejig our regular legislative consultation; and to ensure prudent fiscal and financial policies through robust and engaging legislation. • Lagos is a Yoruba Land as against the assertions of some people that it is a no man’s land. Therefore, part of our legislative agenda is to ensure the translation of laws passed by this House to the Yoruba Language. We also aim at achieving our collective goals of creating a robust legislative framework that protects the interest of our people. Going forward in this wise, we are going to employ all legislative instruments for the support of the indigenes of Lagos. There would be laws and resolutions in the areas of economy and commerce, property and titles and we will reverse all that are reversible to protect the interest of the indigenes. • Management staff and personnel of this great institution, I implore you to do everything in your power to ensure this administration's success. We promise to keep our campaign promises to the people of Lagos and to ensure that everyone benefits from the dividends of democracy. We appreciate the help from the media, the ‘4th Estate of the Realm’. We would appreciate it if you could assist us more by projecting a good image of this Assembly as usual. The success of this 10th Assembly should be a top priority. • To sum up my points, the sanctity of the legislature as an independent body is adequately provided for in the Constitution by the principles of Separation of Powers. In this regard, no other arm of government is allowed or permitted to interfere with the functioning and independence of the legislature in a manner that would make the legislature subs the servant subordinate. It must be underlined that in any constitutional democracy, the legislature must be allowed to operate independently, especially in line with Section 101 of the Constitution which confers on it the power to regulate itself, without violation. • To improve the Legislature and establish good governance, my colleagues and I must be steadfast and remove any obstacles in our path. I have faith that we will succeed. This esteemed House shall sustain our cordial relationship and robust cooperation with the Executive arm of government. However, let me state clearly that we shall not compromise the sanctity of our institutional independence and constitutional roles. We further expect that resolutions passed by this House are given favourable consideration just like bills passed by this House. • Lastly, I solemnly pledge my commitment to serve this House with humility, honesty, and dedication. I urge my colleagues to join me in this commitment, and together we shall leave a legacy of excellence that generations yet unborn will be proud of. I thank you all for your listening pleasure. He disclosed this on Friday while briefing journalists on activities lined up for the 2023 Law Week of the association which commenced with a jumat service at Omitoro Town Central Mosque, Ijede Road, Ikorodu. According to him, Lawyers should also contribute to charting a course of direction for the new administration of President Bola Ahmed Tinubu by providing it with working materials on what the people of Nigeria expect from him. He said this prompted the theme of this year’s conference of the Bar, “2023 and Beyond the Imperative of True Federalism in Nigeria” and the lecture topic, “The 1999 Constitution, Restructuring and True Federalism: The Way Forward”. Mr Thany said they were aware that before the election, there were hues and cries about the lopsidedness in appointments, and alleged nepotism among other issues in the country. “I believe that after the lecture which centres on the 1999 constitution, restructuring, true federalism and the way forward, the federal government would have been better informed. It will serve as a raw material for the policy thrust of the federal government. “We want to contribute our little quota by the theme and lecture, to the development of Nigeria such that future generations would be proud to call Nigeria their own.” Dignitaries are billed to attend and speak at the “16th annual lecture of Chief Babatunde Olusola Benson (SAN)” held on Tuesday, June 6, which falls during Law Week. The chairman of the lecture is a former Deputy Governor of Oyo state, Iyiola Oladokun (SAN) while a former chairman of NBA Abuja and a Presidential candidate in the 2018 election of the national NBA, Mazi Afam Osigwe (SAN) is the guest speaker. The discussants will include Chairman, Oyo State, INEC and chairman, Egbe Amofin, Isiaka Abiodun Olagunju (SAN); a former NBA Lagos Branch chairman, Dr Ajibade Babatunde (SAN), Chukwuka Ikuwuazom (SAN) and Olusegun Fabunmi (SAN).

Mudashiru Ajayi Obasa has been re-elected by his colleagues to lead the Lagos State House of Assembly as Speaker for the third consecutive time. The lawmakers also elected Hon. Mojisola Lasbat Meranda as the Deputy Speaker. Obasa was unanimously re-elected after a proclamation of the 10th Assembly of the Lagos State House of Assembly by Governor Babajide Sanwo-Olu, who was present with Deputy Governor Obafemi Hamzat and top government officials at the chamber of the House. Obasa, the most ranking member of the House, was nominated by Hon. Temitope Adewale, who was seconded by Sylvester Ogunkelu. Hon. Noheem Adams, the Deputy Majority Leader in the ninth Assembly, was elected as the new Majority Leader while Hon. Adedamola Kasunmu was elected the Deputy Majority Leader. Hon.
