
The Chartered Institute of Local Government and Public Administration of Nigeria (CILGPAN) has formally admitted Hon. Taiwo Abimbola Samuel, popularly known as Owomilowomi, and the Majority Leader of Ikorodu West Local Council Development Area (LCDA), as a Fellow of the institute, marking a significant professional milestone in the field of local government administration and public service.
The admission, which took effect on December 20, 2025, was confirmed through an official certificate issued by the institute, certifying Hon. Samuel’s elevation to the prestigious fellowship cadre.
Fellowship represents the highest level of professional recognition within the institute and is reserved for individuals who have demonstrated outstanding competence, leadership, and commitment to effective governance and public administration.

According to the institute, the Fellowship of CILGPAN is conferred on professionals with proven track records in policy formulation, public sector management, grassroots governance, and institutional development within Nigeria’s local government system.
Speaking on his admission, Hon. Taiwo Abimbola Samuel expressed gratitude for the recognition, stating,

Reacting to the development, Hon. Surajudeen Tijani, Member representing Ojo Constituency II at the Lagos State House of Assembly, congratulated Hon. Taiwo Abimbola Samuel on the well-deserved recognition, describing the admission as a testament to his dedication to professionalism and service.
Hon. Tijani was admitted into the institute on the same day.
